Introduction

These port rules are mandatory and apply to all ships at the port, irrespective of the flag of the ship, as well as to all natural and legal persons located in the port territory and waters.

 

Persons who have violated these rules will be prosecuted in accordance with the laws in force in the Republic of Estonia. Material damage caused to the port will be subject to compensation in accordance with the legislation in force.

Failure to comply with these rules does not exempt you from liability in the event of failure.

General information

    • Port area ID: 18301:002:0007 with one access road and partly enclosed by a fence.
    • Aquatory: Act No 285, adopted on 25.06.2008 by Government of the Republic of Estonia. Type of act: ordinance. Area of water by the land with a static quay and six floating quays, the sea part of which opens onto the Haapsalu Tagalaht.

  4. Technical data of the port
    • The entrance to the harbour's water area passes a 70-metre-long breakwater, is 20 metres wide and is marked by a lateral markers (Appendix 2 ).
    • The minimum depth of the access road is 2.5 metres (during "0" water level).
    • The port has 62 moorings.
    • The height of the bathing pond is 0.5 metres above the water surface.
    • The height of the permanent berth is 1.0 metre ("0" at low water) and is equipped with a swimming slip for light water sports.
    • Quays are märked with alphabetic signs.
    • There is a concrete slipway at the port.
  5. Gauge restrictions for vessels
    • Floating craft with a maximum length of 18 m, a maximum width of 5 m and a maximum draught of 2.1 m (L=18 m, W=5 m, D=2.1 m) may enter the port.
    • The level of free water under the keel should be 10% of the draft of the recreational craft.
    • With the agreement of the port administration, it is also possible to enter the port with a larger floating vessel (maximum length up to 24 m).
  6. Restrictions arising from the environmental requirements
    • General environmental protection requirements derive from existing legislation.
    • No loading, unloading or processing of dangerous goods should take place in the port area.
  7. Working hours at port
    • Veskiviigi port is open around the clock during the navigation period.
    • Office hours of port administration are Monday to Friday 8.00-17.00. Office is closed on national holidays.

Vessel traffic management in port waters

  1. Vessel traffic in the port water area
  2. Requirements for craft operating in normal and special conditions, manoeuvring and relocation
    • Inbound and outbound priority for outbound vessels.
    • Moving around the harbour waterfront under engine power.
    • The speed of the traffic must not exceed 3 knots and must be chosen so as not to create stern wake.
    • In the case of limited visibility (less than 50 m) or wind speeds of more than 15 m/s, permission to move in the port's water area shall be given by the harbour master.
    • No anchor may be towed (dragged) when moving in the port waters.
    • The transfer of vessels may only be carried out with the permission of the harbour master.
  3. Mooring
    • The mooring location is determined by the port administration.
    • When mooring, good seamanship must be observed.
    • Mooring must not endanger other floating craft or port facilities.
    • The vessel must be equipped with a sufficient number and strength of ends and transoms.
    • Anchoring in port waters shall only take place in agreement with the harbour master.

Port services and related services to be provided and the organisation of their provision

  1. Loading, unloading, warehousing and storage of goods (including dangerous goods)
    • Loading, unloading, storage and warehousing of goods (including dangerous goods) are not organised in the port.
    • No stationary loading facilities in the port.

    • The quays are equipped with service posts connected to the water network.

    • Acceptance of ship-generated waste from recreational vessel only.
    • The port does not organise the reception of ship-generated waste and cargo waste from vessels carrying out economic activities.
    • The procedures for the reception of ship-generated waste and cargo waste are regulated in the port of Veskiviigi ship-generated waste reception and handling plan.

    • The port does not carry out diving works.
    • Underwater works must be authorised by the port administration.

    • Minor repairs can be carried out in the port, but the port does not provide these services.
    • Repairs and repainting must be coordinated with the port administration.

    • No possibility to connect the vessel to communication systems in port.
    • Connections to energy and other shore-based systems are subject to the approval of the port inspector.

Passenger service arrangements in port

  2. Safety requirements
    • Masters of vessels serving passengers must ensure the safe mooring of the vessel in the port, the protection of property on board and the safe embarkation and disembarkation of persons.
    • A safe boarding ladder with a safety net underneath shall be provided on the passenger platform and will be equipped with a lifeline. The stairway will be illuminated at night.

    • No medical point in port.
    • A first aid kit is at the disposal of the port administration.

Fire safety requirements in port and organisation of rescue operations

  1. Fire safety requirements in port
    • Free access to all port buildings and facilities must be guaranteed.
    • Open-fire works in port is prohibited.
    • Welding works must be authorised by the harbour master.
    • The fire must be reported immediately to the port administration.
  2. Fire safety requirements for ships in port
    • The lifesaving and fire-fighting equipment of vessels at berth in port must be in good working order and in full readiness for its possible use.
    • The master of the vessel is responsible for fire safety on board the vessel
    • Flammable works on a craft must be coordinated with the harbour master.
    • In the event of a fire in port or on a vessel in port, all other vessels must have their fire-fighting and rescue equipment and main engine ready to assist in extinguishing the fire or, if necessary, to evacuate the vessel to a place of safety.
  3. Arrangement of rescue and fire-fighting equipment
    • The quays are equipped with lifesaving poles (lifeline with a lifeline, halyard, ladder, foam extinguisher), which are visible and accessible.
    • The harbour building at Holmi Street 14 is also equipped with primary fire-fighting equipment.
